In my opinion small practical@tfficulties of

this nature should have been net by giving a discretionary

power to the Surveyor General. 1 believe it absolutely

impossible to frame precise code or definite regulations to

meet all cases, and if that could be done to satisfy the

needs of the present, the conditions of modern life affect-

ing builuing arrangements are subject to so many changeS

that many conditions applicable to the presat will probably

soon become obsolete.

1 would suggest that a fair trial be

given to the Ordinance for say one year. It is pretty cer-

tain that some weak points will be discovered during that

period; and should it prove so, an amending Ordinance can

then be better prepared by the light of experience.
